The Governance Performance Index (GPI) is a scoring and ranking instrument which Good Governance Africa (GGA) created in order to give an independent assessment of the state of local governance in South Africa.
Get Started Our GraphsThe ranking forms part of our work to improve government effectiveness and accountability in South Africa. The latest report, published in March 2024, and which this dashboard accompanies, is the fourth such GPI report since the tool was unveiled in 2016.
In 2021 GGA undertook a comprehensive revision of the GPI, with the intent of developing a methodology that balanced fairness and accuracy, with direct reference to the role identified for local government within South Africa’s constitutional framework. Specifically, in revising the GPI, we referred to five core documents:
1. The Constitution of the Republic of SA, 1996, Chapter 7
2. White Paper on Local Government, 1998
3. Municipal Structures Act, 1998, Act 117 of 1998
4. Municipal Systems Act, 2000, Act 32 of 2000
5. Municipal Financial Management Act, 2003, Act 56 of 2003
